The outdoor PCB has a series of led's on it which indicate the status of what is operating. If the lights are on and nothings working then you will need a new outdoor pcb which is only availible from fujitsu.

Below is an extract straight from the fujitsu service manual:
Compressor location error
The compressor speed does not synchronze with the control signal. (Including start up failure of the compressor).
> permanent stop.
[Diagnosis Point]
Check if 2-way valve or 3-way valve is left open.
Check the compressor (Winding resistance value, loose lead wire).
Refrigeration cycle defective (Refer to after mentioned "refrigerant cycle diagnosis")
Ofm is running at half speed and compressor is not starting
The outdoor fan may operate at two speeds. The hotter the discharge air temp at the outdoor unit, the faster the fan runs. I would check the suction line and liquid line to see if they get cool when you call for cooling. It is very hard to tell if the compressor is operating since they are so quiet.
If this is not the case, you very well could have a bad capacitor,
Unit not cooling well both suction and discharge
the "Discharge" line sweating on a mimn split is normal all of the flow metering is done in the outside unit . as to it not cooling well are the filters clean? if they are you more than likely have a leak and need to get is serviced
Ac unit is dripping water
Find the drain hose outside the wall and attach a wet/dry shop vac and vacuum out the line......this clears blockages 95% of the time. :-)
Fujitsu remote control settings
Prior to operating an air conditioner below 68 degF, a capacity control (such as a hot gas bypass) should be added to protect the system from imminent compressor failures. Running the system at low temperatures will result is refrigerant floodback to the compressor. Refrigerant floodback will surely damage the compressor in one of two ways.........the compressor valves will be damaged due to pumping liquid rather than gas OR the compressor will lock up due to the liquid refrigerant will wash out all of the oil in the crankcase. Your customer will be well advised to have a capacity controller installed to the system to avoid multiple failures of the compressor and potential loss of the wines they are trying to preserve. :-)
