MLX-28D Corded Phone Change Time
The time is stored on the phone system, not the phone. You first need to know which phone system you have. This phone will work on a few different Avaya phone systems (AT&T and Lucent are now Avaya)
You can find all the manuals for free at
www.avaya.com but you first need to know which system you have.

Console Problem
When you switch phones the system does not know this. All programming is stored in the system, not the phones. If you swap phones of the same model nothing should change. If you put a phone in with different button configurations then things very well may change.
It's not an easy fix. The phone system would need to be re-programmed for that phone port.

VOICEMAIL
This is all programmed in the phone system settings. Your phone can be used on different Avaya phone systems (AT&T, Lucent is Avaya now) and you can also have different voice mail systems. They all program differently.
Sounds like your phone port is not programmed to use voice mail. You can have your phone port programmed to do many different things if nobody answers. Mostly you have the call transfered to another station after so many rings. That other station (extension) could be the operator, a calling group, a voice mail box, etc... Some systems allow you to change the number of rings on a per-phone basis, others only have one no-answer timer for all calls.
You can get all the manuals from
www.avaya.com for free but you need to know which system and version you have first. Programming can get very complicated and you may find it easier to hire a local phone installation company that is familiar with your system to do the changes for you.

Console Lights
You can do a self test by pressing buttons in this order: Intercom, speaker, *, 0, 0
The phone will make noise and all the lights will flash.
If all the lights are working in self test but no in normal operation, then it's probably a programming issue. Have you had any other problems or mysterious changes in the system? Possibly after a power outage or lightning storm??

Lucent partner 34D calls go directly to voicemail
Sounds like either you have do-not-disturb activated, or you have call-forward-all to voice mail set. You should have call-forward-no-answer turned on but it's easy to enter wrong code. Find a list of codes for your system and see if its one of those.

Lucent message light not going off
You apparently have unheard messages on the voicemail system provided by your telephone company. This system records messages when people call while you're already on the phone. Please contact your telephone company for instructions on accessing their voicemail system.

I have an AT&T Digital
Hi,
With that issue, since you are in a quiet room and you are still hearing loud static noise in the background, there could be a problem with the wiring inside the phone that needs to be checked. And, make sure that you are not near any electronic device like Television, Radio or Refrigerator because those appliance and alike are causing static noise because of their frequency.
Cheers!

I need a cord for
Hi - Unless your phone is really different, handset cords are universal, they are just four pin narrower RJ11 cables.
They are available wherever they sell phone extension cords, anywhere from Walmart to your chain drugstore (I'm talking about the US here, other locations may not apply) and certainly any electronics store.
Good Luck and Thanks for using Fix Ya.

I have Lucent Partner -
If the processor sits in a 2 or 5 slot carrier, double check that the card is seated firmly in its slot. There's a plastic clip on the bottom of the card that keeps it locked into place and sometimes it comes loose. When you lose dial tone, check the lights on the face of the cards. You could have one card causing the rest to fail or just not secure.
If that doesn't fix it, it's probably time for a repair technician or start swapping card positions. You could start with pulling everything but the Processor and see if the trouble goes away, then add cards into the system.
