Contact that phone company provider and they can reset it for you after you prove that it is yours and you are on the account.

Sync Contacts in Address Book from computer to iPHone.
On your iPhone, make sure that
- in the Settings app
- Mail, Contacts...-->iCloud has Contacts enabled (green button)
On your Mac, make sure that
- System Preferences-->iCloud has Contacts checked.
If the iPhone still doesn't sync,
- connect the USB cable from the iPhone to the Mac,
- open iTunes,
- make sure that "automatically sync iPhone when connected" is checked in the Summary window of your iPhone (in iTunes);
- and click "sync" in the lower right corner of your iTunes window.

How can I stop incoming calls reverting to voicemail?
Some networks do not mix well with each other. Try turning off your voice mail and see what happens then. If you are getting similar responses i would advise contacting your network outlining the specific instances this happens.

Connect iphone 5 to wifi
To connect your Iphone to home wifi you should go into the 'Settings' app then there should be a option where you can click on 'Wi-Fi'. If the wifi is on you should see green next to wifi. Under 'Choose a network' select your home wifi. If it is password protected it will ask you to put in your password, if not it should automatically connect.
