My son bought a new house. It has an Intermatic K4221 photo cell that never appears to work. It looks like it is connected to porch lights. They won't come on either by photocell or manual light switc

Place tape over photocell lens, and flash switch off-on. Did the light come on?If you know how - remove the photocell from the circuit and see if the light works. If the light works, then the photocell is probably bad. Check power from switch to photocell with test meter.

The lights do not go

Photocells go bad.
If photocell was working before and stopped working, then photocell is bad.
If photocell never worked, then check wiring.
I buy cheap 120Volt photocells at home center, and when they go bad, buy same brand again, and return bad one in new package if bad one still looks new.

Intermatic has 120V and 240V photocells.

The lights it is supposed

I have never been able to repair photo-eyes.
Suggest your replace.
Usually I buy photo eye from Home Depot, then when it goes bad 2-5 years later, I buy another and return bad one in new package if it still looks new.

Take photo of wires before disconnecting so it goes back easy.
Wires are color-coded, and colors standard.
Be sure to stand on completely dry boards with nothing touching metal when working with outdoor electricity.

I would like a wiring diagram for an outdoor

If I understand correctly, you want to add a photocell to existing receptacle.

Start by looking at receptacle:
Receptacle has 3 different colored screws.
Green screw for bare ground wire
Brass screws with black Hot wire connected.
Silver screws with white Neutral wire.

How to wire photocell to receptacle.
Remove black Hot wire off of brass screw and connect black wire to photocell-black wire. This will power the photocell switch.
Connect photocell-red wire to brass screw on receptacle. This will turn receptacle on-off whenever photocell switch turns on-off.
Connect photocell-white wire to silver screw, and this will complete circuit to photocell switch so the switch is able to operate.
All white Neutral wires are connected to silver screws.

Wireing diagram do not no

K4221C photo cell page at Intermatic:
http://www.intermatic.com/products/photo%20controls/commercial%20%20industrial/stem%20%20swivel%20mount%20-%20thermal%20type.aspx

Photocell has black, white and red wires on photocell.
Black goes to Hot from breaker.
White goes to Neutral from breaker box
Red goes to Load (light)

Electricians don't guess, they test.
You should have one wire coming from breaker box, and another set of wires going to light.
Separate wires for testing.
Since you are outdoors, stand on dry boards and tape tester leads to wood sticks to keep hands away from power.
Turn power ON
Test each wire to bare ground wire.
Tester lights up on hot wire. This wire should be black.
Hot wire connects to photocell black

Hot is identified.
Test Hot wire to all wires except bare ground.
Tester lights up on neutral. This wire should be white.
Neutral wire connects to photocell white

Now the other cable goes to Load. This cable has a black and white wire.
Connect photocell red to black Load wire
Connect white Load wire to Neutral, along with photocell white.

Ground wires are twisted together.

Lost wiring manual

The wiring manual is no longer available for that model from Intermatic. However, I can tell you that the black wire on the photo cell connects to the incoming hot wire, (usually black). The red wire on the photo cell connects to the wire that goes to the light (usually black). The white wire on the photo cell connects to _both_ the incoming white (neutral) wire and the white (neutral) wire that goes to the light or load.

How do you determine if the photo cell is working?

If testing during the daytime, run two or three wraps of black tape over the photo eye and the load should turn ON after a minute or so. Take the tape off and the load should turn back OFF. To check to see if the load works remove the photo cell from the circuit and temporarily wire the load straight into the circuit and see if it comes ON.

When l hook the K4221C up the lite stays

SO do you have the black to line, white to neutral, and red to load (light)? there is a delay on the photo cell when you first power it up it should come on. If you don't connect the neutral it won't work.

Lights do not come on at all. Breaker is not

to test the photocell you will need a tester, a basic pen tester will do fine, you just need to make sure that power is going where it needs to, when it needs to. first you will need to identify the feed with the tester, this is the wire that should have power to it as long as the breaker is on. once you know which is the feed, the other should be your switch leg. after you have identified the switch leg, cover the eye of the photocell, it may take a few minutes before the switch activates, I would wait up to 5 min. but no longer than that, if you are not getting power past the photocell at this point, then it is most likely bad.

Describe your Intermatic K4221C Photo Cell Control

It may be your location for the photo cell. There is a cover on the cell in most cases that slides up and down to let in light. Or you may try turning it in a little different direction to get more light. If you need further help, I’m available over the phone at https://www.6ya.com/expert/craig_3fa289bf857b1a3c
