It is possible that the control panel is not reacting to the customer changing the temperature as the processor is not malfuncting.
The circuit of the control panel with the votages in the processor section must be checked.
The crystal oscillator frequency and the in/out data of the processor IC must be checked.

Check and make sure the drain hole is open and not clogged too.

Ch is usually followed by another error code if there is a problem with the unit. If you have no other errors this is a reminder to clean the filter that will appear every 366 hours of use. Clean the filter and reset the code by pressing the UP and DOWN temp arrows at the same time until the diplay changes.

Check the room temperature sensor and coil sensor. If any one is faulty the AC will not start after delay.

There is a short in the unit...
If it is kicking the breaker as soon as you plug it in then there is a good chance that the problem is in the cord...
Anyway the best way to find the problem will be to use an OHM meter and trace down the source of the short...

IN heeting mode air condentioner not working,why?
this unit has an a/c package combined with an electric heat strip. It utilizes a common fan for both. the fan should still work but not the heat because of a fusable link burned out on one end of the heating element. there is no heat because there is not electicity flowing through the resistor wire.

Any qualified electrician will be able to fix it. It shouldn't take more then 1/2 hour for them do to it, and they can even put on a cable that will protect your dog/the cable from biting through again and possibly getting electrocuted. Overall cost should be less then 50 dollars. Check the Yellowpages if you don't know an electrician.
