Hi, It could be that the motor for the device needs to "warm up". Everytime it stops the internal thermostat sees that the target temperature has not been reached so it starts the internal motor again. This happens in a cycle until the motor gets warmed up or the target temperature is reached. This is my hypothesis. So, you might need to get the devices's motor checked out. Thank you.

Either the new control board is faulty, or the connections are bad, or the issue is somewhere else. The main problem is that you are not an air conditioning / heating engineer. Some things are not home owner fixable.

pressing the (+ and -) temperature adjustment buttons at the same time for 2 seconds will lock the controls. Pressing the buttons at the same time again will unlock the controls.

You can turn off the Thermostat, and the powers switch on the furnance and turn the breaker off in the breaker box wait about 20 - 30 minutes and turn the breaker back on, and the power to the furance back on and the thermostat, this should reset the system.

Do you see any other digits alternating with the E4? Most of the error codes that I know with Samsung split system air conditioning units have three digits after the E. Depending on the last two digits, the error could be with the control board (printed circuit board), the fan, a sensor connected to the control board or the wiring.
