I bought a new xbox360. the game that came with it
If the guitar hero is new, I recommend taking it to where you purchased it and having it replaced. Tell them it will not play on your brand new XBox. Sometimes, rarely, you can get a defective disc.
Hopefully that will fix your problem. If not, you might look into returning the system for a new one.

When I go to rate my ride then go to top rides it
It would really help If you told me the name of the game you are referring to, but I will go out on a limb and say Midnight Club LA?
If that is the case then you need not worry too much, usually when that happens it just means there are too many people online at the one time, therefore bogging down the servers. If you try again a couple of times, or even wait 30 minutes or so it may be cleared up and you should be able to connect.
My sources have all confirmed reports that the servers are still up and running and that they have NOT been shutdown, as is sometimes the case with online games.

Hi, there are a couple of things you can try. First is to make sure that the disc is clean and secondly is to delete any of the GTA IV datafiles that may have been partially installed. To delete the game data go to "Game Data Utility" folder under "Games" in the XMB locate GTA IV and hit the triangle button for "Options" and then select "Delete".

How to Livestream Minecraft for Xbox?
-Open Minecraft game from games and app menu
-Tap centre button on xbox controller twice
-Select snap an app-Do this by pressing up on the D pad of your controller
-Select Twitch-scroll through apps until you find Twitch, once you find it, press A button
-Choose broadcast-when you find it hit a
-Name broadcast, go down to text field and hit a button.
-Begin broadcasting-scroll down to bottom of twitch screen and hit a on "start broadcasting". Tap centre button on Xbox controller one more time.

How to fix error code 150-3039 on wiiu
Error Code: 150-3039 means there is a problem with with your external storage device. It is most common when you are using an external hard drive that does not have a separate dedicated power supply. It either isn't getting enough power or the hard drive has other problems. Try powering off your Wii U, disconnecting your external HDD, and running the system without the drive. It should work. Then power off and reconnect your external drive. If you receive the error message again then you should look into getting new external storage.
