The click of death is not a good sign. If the drive is visible in the bios and not in the operating system you could try a data recovery program.

I don't know who roadkil is but he made some useful freeware like undelete and unstopcp.
If that does not work you could try Active Undelete. This program will do a low level scan and recover data from active and deleted partitions. http://www.active-undelete.com
Another useful tip is to disable the logical disk management service in XP. I have found with some barely recoverable drives that XP will continue to dismount them and it becomes annoying.
But it sounds like the .jpgs are lost unless at this point if the above mentioned didn't work you will have to cough up $1,500 and ship it to ontrack where they will take the drive apart and recover the data at the hardware level.

Maxtor External Hard Drive No Power
I assume it is a USB connection? Does it also have a power adaptor or a USB dongle that has 2 USB connectors? If you cannot get it to power up, the only other option to retrieve your data is to take the HD out of the case and connect it to a PC or laptop using a SSD or SATA to USB adapter and see if you can get the PC to recognize it.

If you mean the Maxtor disk utility that comes with raw hard drives, it is NOT necessary to install this in order for the drive to work. If the new computer already has an OS on it and is working, what part of the Maxtor utility is it that you think you need? The OS has all the tools you would need to work with the disk. Or you could always download a 3rd party app to do the specific task. If this is regarding an external drive, again the new computer ( and OS) will have whatever tools you would need to work with the disk. In fact you should only have to plug the external disk into the USB port and the new computer will find it and ask how you want to use it, etc. The Maxtor disk utilities that came with raw drives is pretty much obsolete when used with a current Windows or Mac OS.
