Blade stops going once it hits the metal to be cut.
inside the motor/arbor section of the saw, there is a helical gear and worm drive on the motor. the front of the motor is supported by a bearing in the aluminum arbor section. sounds like most of the bearing balls are disintegrated and the worm disengages when a load is put on it but spins when there is no load. I would check and replace the front bearing.

How can i bypass the safety switch on ryobi tablesaw
Its a mechanical action and not electrical. Find something small enough to fit into the lower hole where a prong on the safety key would insert.
Press your makeshift key in until you hear the click.
Saw is now running.
Press the red switch cover down turn off.
In the fullness of time replace the switch with a rocker.

Why won't it keep running?
Not a lot of detail here to go on. If your battery is operating with your other tools then you can exclude that from the list. But some lithium batteries do have issues and can be faulty. If the saw is new which seems to be what you are implying, simply return it. It could be a bad trigger which is not making contact, or bad brushes, the battery contacts may not be making contact very well. It could be a multitude of reasons. I would return the tool for a new one.

The saw blade moves but stops when attempting to cut through even a small piece of wood.
You do not mention what say you have but did say it is a circular saw so I am assuming it is a hand help 5.5 inch cordless saw. Sounds as though you do not have the retainer nut tight our if it is you have the wrong blade on. The hole in the blade is too large. There is a knock out hole in the blade maybe that is gone? Maybe the washer on the retaining bold is missing.
This is a rather strange thing to happen. I would suggest you purchase another blade making sure it is made for your saw and try that.

Unlikely you will find a dedicated Ryobi repair shop anywhere, though there are more general power tool repair shops scattered around wherever power tools are used.
If you can't find one I suggest you ask at a tool hire shop. They generally repair their own tools and will be well placed to advise you.
These days power tools are something of fashion and although spare parts are available for the better models, the fashion changes quickly and "older" models are quickly obsolete so don't get your hopes too high.
Another point is spare parts are often priced not to sell so often small repairs are often uneconomic - Ryobi, like many others are in the business of selling new saws and not spare parts...

go google and type in--- parts for ryobi 4 " angle grinder model eag 95
I recently spent may hours searching for parts for ryobi angle grinder 4" that is close to 45 years old and saw plenty of sites for ryobi and others that carried listings for many ryobi grinders
I suspect that you will be lucky as you have a model where as I didn't have that luxury

How do I adjust the saw blade tension?
There should be a knob at the top of the upper wheel case. You twist this in one direction to tighten and the other to loosen. There should be an indicator for the amount of tension, which you vary for different blade sizes and material. You also will see a knob for adjusting the tilt of the upper wheel that allows you to adjust for tracking of the blade.
Please be careful, band saws are very good at cutting anything. Never get your hands close to the blade when it is running.
