Hi seawitch678,
If you have a granite or stone countertop/sink, use silicone as plumber's putty will stain the stone. Plumber's putty is petroleum based so it will not adhere to stone. Normally you should use what the manufacturer recommends and where they recommend. When installing a faucet, put either around the base of any piece that goes through the countertop.
Hope this helps. If it does, I'd appreciate your vote. Thanks,

Valve closes by itself when at less than full on
This usually is an indication of wear on the cartridge, the rubber o-rings and what not, they tend to get a little sticky. Best thing is to contact Price Pfister and have them send you a new cartridge with the install instructions if you don't already have them. Price Pfister is great to deal with and should provide these things to you at no extra charge as there is a lifetime warranty on their products. Their number is 1-800-PFAUCET (1-800-732-8238). Good luck.

I had a same problem with a Price Pfister pull-out-head kitchen faucet. I determined that the blockage was in the end of the hose nearest the
head, so I drilled out the inside of the hose, which cleared the
blockage. However, when the faucet is used and then shut off, the water
now takes forever to stop flowing. I have since found out that there is
a low-pressure check valve inside the end of the hose to prevent that,
which I destroyed. Try disconnecting the hose at both ends, and blowing
it out from the head end.

Price Pfister hot water runs slow
Check the supply line and valve to see if any dirt or foreign.matter got into the line or valve when you changed out your faucet. if this is not the problem you may have a faulty faucet. You may be able to back flush the faucet with a garden hose by leaving the hot side open, but you will get wet. If you used Teflon tape on the supply line and it is a compression fitting, some of the tape could be blocking the water. for more info go to waterheaterflush.com

What causes noise when water turns on
are you speaking of water hammer ? as typically this occurs when shutting off water , faucets that make noise like a whistle when on could be a part clogged aerator in the end of it , this happens over time and debris is aloud to collect in end of faucet
