There is no screw here.

Insert a small flat screwdriver -- small enough to fit fully in the hole -- and pivit it up, so that the tip presses toward the wall. This should easily release the locking tab.

Hi. Are the brackets (mounting posts) the correct distance apart? For a 24" rail, they should be 26.22" apart (outside to outside). If they are not then they probably need to be moved so that they are.
If they are correctly spaced, are the "notches" in the mounting posts facing downwards? If not, make this so.
If the notches are facing downwards, are the screws tight enough? If, not, tighten screws.
Hope this helps. Regards, Myles

Do the tips come off? Is it possible that the bar slides through the brackets? Most high end hardware has very small Allen screws to mount it. If not, go to Moen website for instructions or a phone number

Go back to the store where you bought it and tell them you didn't get the screws you needed. Or call the company and see if they will send them to you.

Newer towel bars don't have set screws... Solution-slide off! There is an opening in the bottom of the bracket. Slide your flat head screw driver inside the opening and place pressure on the bottom. Make sure you place enough pressure to allow the holder to slide off.. Now pull on the holder and it will snap off...

I think you grab hold of the rosette closest to the wall and spin it off, it should expose the set screw. If that isn't it, one of those things will turn. Try a few different spots. hope this helps.

for most towel bar and bath accessories there is a very small screw or allan bolt, located on the underside of the post, which holds the post to the mounting hardware and you can simply unscrew it to remove the post and then remove the hardware w/a screwdriver (usually phillips) saying that...i just looked up the installation instructions for moen towel bars and it says very specifically that the posts snap or click into place on the mounting hardware...it also refers to a square hole located on the underside of the post. perhaps we are meant to put a small flat head screw driver in there to release the "clip" and post. here are the installation instructions: http://www.faucetdirect.com/mediabase/specifications/yb2218_5624sp.pdf
hope this helps:)

Towel bars usually have a base that attaches to the wall with a screw. To expose the screw, you must loosen and or remove a small screw on the underside of the mounts. Once the screw is exposed just tighten it.

The base is probably connected to wall with toggle bolts, thus meaning , as you try to unscrew the bolts that keep spinning, pull on the bracket away from wall as you unscrew the bolts and it will come off.
