Sounds like the switch under the engage handle is bad.

Check for grass build up in the deck. You may have a bad bearing in the idler pulley or the blade hubs. bearings are likely seizing up. Sometimes it's due to the deck being set to low.

Fill with one gallon of water and recommended amount of herbicide, screw top in tightly and pump it up as high as you can with air pressure.
