I have a Balboa Instrument
Hello there, what i think is the problem with your unit is the control board. The control board is usually responsible for the general functions of the unit. If the control board has a minor problem it would affect the entire units functionality. Although the problem should be minute and repairable so you wont need to replace the entire board which could be very expensive. this is evident from the unit still coming on and starting the pump. Simply get the entire board taken and and checked for the irregularities on the board.
hope this solution has been helpful?

Understand that this information is beingprovided as-is and without warranty or guarantee. As with all electricalcomponents and devices, all work should be performed by a licensed spa or pooltechnician. Serious injury or death can occur if a component is improperlyrepaired or installed.
There are several reasons the breaker can trip. It could bea bad pump, bad heater, GFCI or wiring issue.... Typically unplugging eachcomponent will help isolate which component is causing the trip. It is rare fora board to cause a breaker trip, so if all components (including both legs ofthe heater) are disconnected and the breaker continues to trip then you move onto wiring or the GFCI.

The best suggestion in this case would be to replace the spa pack and upgrade. this is a really old system. You can replace the entire system for around $500.00 and have the latest working technology along with a new topside panel, overlays, heater, system, etc. The Balboa Value Pack Retrofit kit comes with everything you need along with cables. Since you have Weslo with an oval panel, the best suggestion would be the
Balboa 54219-Z Value Pack Retrofit Kit. you can get it online by clicking on the link I have provided.
Hope that helps.

This soundslike it could be an issue with the board but there is some testing that needsto be done to determine the actual cause. A spa technician will be required tocome out and verify the wiring to the pump and then typically start testingvoltages off of the board as the unit switches between the relays that controlthe speeds on the pump.

This could be either the board or the pump. There is no quicksolution. A tech will need to come out and investigate what has failed.

This is most likely a heater issue. The technician needs todisconnect both heater leads to see if the breaker will hold.
This will help you determine where theelectrical problem is occurring and why it is tripping.
