This could very well be low water, it should be half way up the tile or the skimmer throught. Also check your skimmer weir door. If it get's stuck in the up position it will do the same thing. To be sure start the pump then watch the water in the skimmer. If it sucks dry then it is one of these things.

This is Stihl's manual showing the proper adjustment for the oiler. Flip the saw on its side, chain and bar side up, and look for a flat head screw.

Clockwise rotation on any saw is more oil, and counterclockwise will be less oil.

First spray some starter fluid into the carb. If it starts you still have a fuel problem. If no spark then check the coil connections and the ignition box connections. Check for a spark at the plug. Check the engine compression. The backfire may have been caused by the a valve that was open when it should have been closed.

I don't think it matters though somehow storing it level seems more sensible.
It is more important to store it where it will be protected from wide extremes of temperature and high humidity that creates lots of condensation - this is due to the amounts of flexible materials in the motor and the ignition module.

Long term storage should be with an empty fuel tank and the engine run until the carb is empty.
