That machine is not properly grounded. If it was it would be tripping the breaker every time.Somewhere there is a ground fault in the machine, any wire or heater is suspect, also the broken light bulb is suspect.Get the machine grounded properly, and start flipping switches. which every switch trips the breaker, that is where to start looking for the ground fault.
The popcorn is not popping.
You may not be using enough oil. You should have 3 measures of popcorn, to one measure of oil. So if you are using 12 ounces of corn, you should use 4 ounces of oil.

Have you checked to assure that the warmer switch and the kettle heat switch are both functioning properly? What was the use date on the Gold Medal flour?
You are probably concerned about the recent Salmonella issue?
The product is the UNBLEACHED all purpose flour:

The "use by date" is ink dot printed on each package, usually toward the bottom of the package somewhere.
