take the plastic top off of it by removing the four silver screws (two front two back)

in the upper left there is a circuit card that the top of the shredder is connected to by a ribbon cable.

ensure all the cables are plugged in (there is a small black plug near the top that has a habit of coming loose it seems).

If they are all plugged in, disengage them and clean all the connectors (i recommend using rubbing alcohol) and then plug them back in, test to make sure that everything is working before screwing the lid back on completely.

and as a final note: i highly recommend making sure the shredder is unplugged from the wall socket prior to opening it up to work on it, as with any energized equipment keeping it off while poking around inside of it is always a good idea.

The motor would always turn the cutters.
You likely have a broken chain or a loose gear on a shaft. If you hear the motor running and the cutters are not spinning something in the drive is broken. Likely the chain.

if the oil tank is full you just need to disconnect the control cable for it and run it a bit without it...
after you plug it back in the oil level sensor should have reset and should run just fine... sometimes it takes a few attempts though.

The most common reason for a false reading, where the bin full light comes on but the shredder basket is empty, is simply dirty sensors on the bottom side of the shredder head.

Good luck with that! Getting tech repair manuals is like finding gold. Call Dahle and they may sale you one. Otherwise just open the unit up, find what the issue is and then call them. Dahle's are phenomenal units and virtually never break down. What is the problem? If you're simply trying to pre-empt an issue then I say don't worry about it.

Most shredders have strict rules about running times. Usually the motor cuts off after 5 minutes use (or thereabouts) and you have to wait for a sensor to cool down, maybe 15 minutes

The motor has a feature to go forward and reverse and thus the forward (paper in) control has been compromised. The problem can be the switches. A rocker switch when in one position may control the forward motion or backward motion, therefore if the switch fails only one side is working. Then there may be two small switches on the so called rollers (Cutters) that sense the input of paper into the cutters thereby starting the motion and shredding procedure. If a sensing device is broken, only the unaffected switch works. Repair is usually expensive, thus a replacement is in order.
