Ok so i figured this one out, unplug everything, the connecters to the blanket, the plug from the wall. once done plug the connectors into the blanket, make sure you have proper orientation, then plug unit back into the power source. lights should blink twice then stop. there should be no beeping after this.

So I guess when it stops blinking it has reached the desired temp., but much like the heater in your home..it will kick off and on ( from flashing to not flashing) to maintain your desired temp.
