You need to determine if the compressor is running, if it is and you have no cooling then you either have lost charge or bad compressor, these units re not worth replacement compressor

A window unit is designed to have the side with the controls in the space which is to be cooled and the other side to be outside. If you simply put it on the coffe table, blowing at you, you may feel cooler for a little while, but the heat of the fan motor and compressor added to the heat from the outside coil, will raise the temperature of the room.

Best bet is to put it in a window or to have a sleeve made for a through the wall installation.

Window type A/C units do not have service ports. Your best bet is to get a couple of universal piercing service valves to check and recharge R-22 gas if needed.

I am not aware of the age of your AC but presume that you have to get the compressor checked for the start up current, the pumping, check for gas leak .You could start by cleaning the filters for clogging, the condensers by pressure water spraying. If still there is no result then our indication will point to the compressor assmbly. if compressor capacitor is faulty replace. You do not need to add water to the air conditioner. Water will form and drain outside when it cools the space down, as it also pulls moisture from the air.

I am not sure what kind of air conditioner this is, but it is possible that it is low on refrigerant. This would cause the line to begin to freeze. When the line starts to frost over the anti freeze protection will shut the compressor off until the frost goes away. Then the compressor will turn back on and begin the same cycle until the refrigerant levels are corrected.
