Cooling fan speed
It's not likely that you can adjust the fan speed directly. You might have to use the various power profiles in the BIOS - if this model even implemented them.
The fans are controlled by either sensors on the board or a Baseboard Management Controller - if installed.
It's not really something that you can control. They will ramp up under load and increasing temperatures. That's what they're designed to do.
If it's too loud then this is not for you.

3 short beeps
There are a few Troubleshooting Questions which I need to ask you.
When do you hear the beeps when you start the system. If So then you have a problem with your RAM (Random Access Memory) You need to remove one by one to check for the faulty one. If there is one RAM then you need to contact your Manufacturer if it is in warranty or just purchase one from the local vendor. HP PROLIANT SERVER gives continuos
First check your keyboard it could be a sticky key, if not than the best would be to install the HP diagnostic tools, (CD supplied with the machine) or download from the HP website... Look in Windows event viewer to see if there's something wrong as well...
