I have a Dell printer and it has started to only print in black and white. What did I do?

No need to open its cover. that is normal, when the print is first start the mechanical parts are re-adjusting and re-alignment its system to start printing.

Try using the HP Print Diagnostic Utility in Windows - HP Customer Care (United States - English).

Below is the link to Hps Support site for your printer. Your Full Feature Software download is in the Driver link in small blue print as you scroll down. When you download the software/driver, choose SAVE and then choose Desktop. When the file is on your Desktop, double-click it and your installation will begin. Just follow the instructions and you should be operational in a short time.

What do you mean, "regionalize?" Language or electrical?

Depending what size of photo paper you are trying to load, you will get slightly different instructions, see HP's website for tutorials for various types/sizes of paper.

Since it's trying to print, the printer probably just needs cartridges. The ink can dry in the nozzles with age and disuse and clog them.

Before you splurge on new cartridges, try getting them going. (This assumes there is some ink left in them.) Take the cartridges out of the printer, wet a layer of paper towels about 1/8 inch thick, and whack the nozzles against the wet surface a few times. Check every few whacks to see if you're getting any ink flow. Repeat until you see some ink on the towels and on the nozzles, or until you decide it's futile. Often this dislodges the clogged ink and opens the nozzles, and buys some extra printing time. But you're probably going to want new ones soon anyway.

This particular printer model doesn't have the full feature software but you can perfrom printing, scanning, faxing from the PC using the steps given in the below link.
