Well you can try to clean the nozzles manually with Warm water

If not try to blow little air from the top of the cartridge so that you can find the ink coming from nozzles not the tiny bubbles.
Once done try to clean it with a news paper or a tissue paper and try to print now it will sure work.

After waiting 4 hours for the promised return phone call from HP support I called HP tech support back and this time I connected with someone who was familiar with the problem. This is what he had me do: 1) disconnect the power cable from the back of the printer, 2) push the On/Off button 10 times, 3) wait 30 seconds, and 4) reconnect the power cable. It worked great and the paper started feeding with no problem! He said that static can build inside. I am going to try this with my HP PSC 1510 All-In-One which requires me to hand-feed the paper. My fingers are crossed.

Click on the plus (+) sign next to Driver 6. Click on the Driver software to begin the download. 7. Welcome to Fixya. First would like to know if you receive an error message and if your using a right cartridge for the printer. For Black the part number is CC640WN and CC643WN for color cartridge. make sure that this is is genuine and not refill because HP will not detect the ink if this is not genuine.

Provided below is the manual of the 4200 series printer. Please refer to page 98 for resolving cartridge problem.

hi misssim31, if the printer is not turning on..there might be a possibility that the power module is already faulty. if the power module light is lit up (the green light on it) try to plug the cord into different wall outlet and if it didn't worked..change the power cord and the module..and still if it didn't worked then the port on the back of the printer where you plugged the power cord is no longer working.
if you have any further question..dont hesitate to reply..

Try running the print head alignment feature through the computer. (Click Start - Control Panel - Printers and Faxes - RIGHT CLICK HPF4280 - select printing preferences - select maintenance - select cartridge alignment and follow the on screen instructions) This can also be caused by solid pieces of ink stuck inside the print head disrupting the flow. if it a genuine HP cartridge contact HP for a replacement. The link below shows how to clear blockages also http://www.fixya.com/support/r3986425-unblock_print_heads
I hope this helps Regards GM
