Blurry monitor

Sounds like it could be a monitor problem, if it is not then it is definatly a video card problen within the pc, if you can try the monitor on another pc , if it works then its the video cardon your pc.

Power is on but i

The power supply for the backlights circuits may have gone out due to bad caps (very common in VX series as you can see here: http://s807.photobucket.com/albums/yy352/budm/VIEWSONIC/),
or the backlights circuit may have gone out, worst cas will be the lamp assemblies.

If you are going to DIY and already try the monitor with another PC, and have proper tools and know safety precaution then please read on: Most common failures in the LCD monitors are bad capacitors (bulging top/seal or leaking) in the power supply (they should be replaced in a set), blown fuses; poor solder joints, failed inverter circuits (blown fuse, shorted transistors, shorted/open transformers), bad lamps (poor solder connections or worn out lamps). You will need to open it up and inspect the inside, see example of failed monitors to get some ideas what to look for: http://s807.photobucket.com/albums/yy352/budm/ Post back what you see inside so we can guide you further and it will help out other people in the future also.

Look for bad caps with bulging top, worst case will be bad lamp assembly.

Check all the pins at both ends of the video cable, also try it with another PC to make sure it is not video card problem.

If the "error" beep is heard from the PC beeper, you have missing audio drivers in the operating system. Go to Control Panel, System properties, Hardware, Device Manager. Look for device marked with yellow question or exclamation mark. Use your motherboard driver CD to reinstall the drivers.

My VX1962wm monitor began making

Your monitor has high voltage leak from one of the bulbs end to the ground. This leak is in form of an arc starting from the solder on the bulb where the wire ends and ending on the metal frame of the LCD.
The current rises and electronic protection in the inverter turns it off.
You have to take apart the monitor, then the LCD to find the broken insulation and to resolder and insolate the joint between the high voltage wire and the light bulb.

Go to Windows 7 web site and check the equipment compatability list for your monitor.

If it is there - read the particulars

If it is not, complain to the monitor manufacturer - ask them to create a driver for this model.

I have a VX1962WM monitor. When I power up my PC I

That's right, the problem is related to inverter, but source of it - backlight lamps (if you see an image for fractions of seconds) or MOSFETs (if you see an image for few or more seconds). Image shows up, that means inverter starts, but then goes off because inverter controller turns into protection caused by something. Checking lamps is not that hard. Disconnect all cables coming from the screen and remove chassis with PCBs, so you will keep the display itself only. Next, at the edge where high-voltage wires are coming from, there you will see tiny philips screws, take them off. Then gently and very straight pull lamps assembly off the display, one and then another. If lamp is bad you shall observe contrast black ring or black dots near to the electrodes. Bad lamps must be replaced, you can buy them on ebay, for instance, just search CCFL 19". Or, if you don't care about total brightness, you can substitute faulty lamp with 27 pF 3kV capacitor, soldered across appropriate HV-connector on the inverter board - this will work also.

Screen is white-- no menu no text nothing but backlight

IF THE WHITE SCREEN STAYS ON:
White screen indicates the signal from the video board inside your monitor is not getting to the screen.
You will have to take it apart to try to maybe fix it.
First thing you want to check is the connections from the video (VGA DVI) board to the back of the lcd panel. Bad connection here can cause your problem.
If the connections look clean and tight then you may have blown a fuse on the back of the lcd panel on the long circuit board. Usually the fuse is near the right side of where the ribbon connects and can be marked F1 or FB1. Checking this for DC voltage of about 5 volts may give you an answer.
