No power
Press TUNE+ & AUTO SURR/DIRECT keys continuously for 2 sec. and it will tell you the fault it encountered if the receiver is in otherwise working condition.

Cannot get a display to appear
I imagine you can't see the set up menu to assign the proper type of video input (analog , composite , HDMI ) . On the 818 and previous series the set up menu will only appear through a Component (RCA green , blue and red ) or Composite (RCA yellow) BUT NOT THROUGH HDMI CONNECTION! That's why it will be necessary to run on of those two cable , match the input on the TV , on the Pioneer remote press Receiver then setup and the Menu should appear.

How do i check the fuse
you would need a Tester with Ohm or continuity measurement function you would still need to pull the fuse out But like i said if you need to go and buy one of those and may be never use it again it's easier to take the fuse to an electronic store and get a new one .

It wont turn on how do you reset it
Is no reset button on those receiver , if nothing is wrong with the outlet and the receiver cord , the next possibility is the fuse who is inside the receiver near where the power cord enter the receiver . you should see a small glass or ceramic fuse ( tube with metal on both end ) if you don't have anything to test it just take it to "Radio Shack" or other electronic store to get a new one ( less the $ 3 ) replace and give it a try . Please don't forget to respect all safety cautions to work with electricity.

No sound from subwoofer
Make sure your front speakers are set to small in the setup menu. Regardless of how large your speakers are, if they are set to large the receiver will put the low frequency sound out the speaker jacks and turn off the subwoofer output
