I have a GE QuietPower2 (Model GLD5800L00BB) and
This model has a known problem with the door switches. There are two switches and they both need to work right, otherwise the panel switches will not work right. Turn off power before working on the switches. They both have to open circuit when the door is open and the both have to close when the door closes. I had to put in some small spacers behind them to get them working right.

I have the same problem. If I turn the circuit breaker off (for 30 seconds) then turn it back on, the lights will light up, but the controls don't work. After several minutes, the lights go out again.

From the genuine GE service manual for this dishwasher:
The DRYING LED will flash and control will beep when the sequence switch is not reaching its target position within 30 seconds:
1. Check connections between sequence switch and control.
2. Replace sequence switch.
3. Replace control assembly.
So, in other words, GE’s recommended corrective action for this problem is to first try replacing the sequence switch. If that fixes it, great! Go pop a cold one. If not, wel-l-l-l, now you get to throw another part at it: thecontrol assembly.

Ok so your dishwasher won't do anything... it justs sits there and "Hums" you can't make it respond to any controls, and the ONLY way to Stop it. is to unplug the unit, replugging back in it simply "Hums" again and will do nothing.
Now this happens because, the STOP Button, is pressed and the "Door Opened", during the Wash Cycle. This should NOT be done. You shouldNEVER TURN IT OFF MID-CYCLE. you should instead, Simply, pull on the handle, to Open the door, the system will take care of everything, after, you close it,and pick up where it left off. The turning OFF, makes the machine "Think" that a New Cycle, is going to be done, before the old one is finished, and resets itself to do it all again. But it still has water, that's not meant to be there so it must dump it out.
Now, the FIX. Take the Dishwasher, out, and tip over on it's side, tip to about a 45' angle. Water will come out from underneath, this is from a small "Overflow" reservoir. this reservoir has an "Anti-Flood" switch. The removing of this water will "Reset" this Switch, and allow the dishwasher to work again.
So what happens, is this, when the STOP button is pressed Mid-Cycle, the machine must "Dump" whatever water is still in the machine, into the "Overflow Reservoir". This water then causes the Anti-flood switch to jam, and this stops the machine, until it is reset,by the above method.

It sounds like you don't have enough water. Your water inlet valve may be not letting in enough water or the plastic pump inlet screen located on the bottom of your dishwasher had something blocking it.
- Check to see if there is something blocking the plastic screen on the bottom of your dishwasher.
- When your dishwasher is in the final cycle add a pot of hot water to the dishwasher and see if your dishes come out cleaner.
If the dishes come out cleaner you may need a new water inlet valve.
Will not complete a cycle
Very likely a bad timer switch.
Fortunatly, they are fairly easy to replace.
Just make certain you plug in all of the connectors that came off the old one into the same places that they cam off the old one.

To re- set can take up to 90 second's depending on the cycle, the door has to remain locked or it will not re-set. Our's had not been installed correctly, it had to be closed very hard to get it to lock, it was doing the same thing as your's. Hope this help's. That beeping is annpying.
Blinking lights and frozen unit, won't unlock or do anything
Ours did the same thing. It had not been installed corectly. Try pushing in on the door then push the re-set button, it can take up to 90 second's to re-set, if the door isn;t fully shut it will continue to beep. If this doesn't work, unplug the unit for a few minutes to see if it will re-set. Good luck. We were up most of the night trying to find the owner's manual. Finally found 1 on GE's web-site.
Lights blink and it kind of chugs. wont start
If the door isn't fully closed it won't automatically lock. Our's was improperly installed so it really had to be closed hard to get it to lock. To re-set it can take up to 90 second's,the door has to remain locked during this time.Unplugging the unit may re-set it. the door Hopefully this will help out.
Same problem as above
After downloading owner's manual off of GE web site we found out that our's had been improperly installed. If the door doesn't lock it won't cycle. To re-set it can take up to 90 second's depending on the cycle. If you stop it before the cycle is done it will continue to beep 'till you close the dorr , touch the re-set button & wait 'till it re-set's.

HI. check the following areas for faults.
1. Air gap / Drain hoses
If there is an air gap (located in the sink, near the faucet), check to see if it is clogged. Unscrew the top cap and see if there is anything blocking inside. Note: If there is no air gap installed, the dishwasher might not drain properly.
If the drain hose is clogged, the dishwasher would not drain. If there is an air gap installed, it is very common that a hose going from the air gap into the garbage disposer is clogged. Remove and clean the hose. Make sure to reattach the hose before starting the dishwasher.
Note: If you recently had a garbage disposer installed, it is common to overlook removing the drain plug.
2. Broken belt
Some dishwasher models use a belt to drive the pump. Replace the belt if found broken.
Note: Sometimes the belt would just come off the pump. Even though it might not be broken, it is recommended that you replace the belt, because it is probably too stretched out.
3. Pump
Some models have two impellers inside the pump - one, wash impeller, takes care of the wash cycles, the other, drain impeller, drains the water out. If the drain impeller is broken (broken blades, shaft), the dishwasher would not drain. Replace any broken pump components.
4. Drain solenoid
Some models (for example most GE dishwashers) use a drain solenoid to drain water out. Sometimes the solenoid gets stuck, preventing the water from draining out. Try to free up the solenoid. If unsuccessful, you might have to replace the pump assembly.
5. Motor
If the motor is stuck, it is sometimes possible to free it up by manually spinning the motor.
Replace the motor if defective.
6. Timer or Control Board
Replace if defective (note: uncommon problem).

Powder detergent not distributing in ge quiet power 3 dishwasher
Try storing your powder in the dryer cupboard or in a warm area
It is more than likely that it is damp when it is going into the machine which means it clumps up instead of mixing with the inflow of water
Other thing to check is is there is a restriction at the back of the dispenser drawer which is not allowing the powder to flush down into the machine.
Finally , dry the dispenser slots with kitchen roll and give them a spray with a good quality furniture polish, allow it to dry for a few minutes and then buff it with a cloth, the silicone or wax in the polish should help the powder to slide
