carb is dirty

The operating manual I checked said not to mix oil and gasoline. I would suggest you check your manual. It also said not to use gasoline with alcohol.

fuel filter, fuel line, more than likely it is still the carb. there are very small holes that have to be cleaned good or it will do as you have said. clean again with carb cleaner and a small wire. blow out with compressed air. should run like new again.

Usually 2 cycle engines are 5 to 1 - parts of fuel to oil. Check for an online copy of the manual to know for sure.

The main jet of your carb is clogged and you need to open carb and clear the obstruction - spray carb cleaner on the bolt that holds the gas container to bottom of carb - also spray all the innards along with any tube that protrudes into the gas can. Then using air compressor blow the sucker out and reassemble. That should do it.

recoil tabs may be stuck or damaged ---try tapping wot a rubber mallet around recoiler and try pulling --or will need to remove cover and look at the tabs

If you have a reverse then you must have a forward. You say you are adjusting cables. Where do these cables go? There must be a lever that comes out of the transmission that allows the switching of gears from reverse to forward, look there. If cable is broken or has fallen off this may be you problem.
