Cant connect online
The vast majority of the time a failed or slow CrossLoop connection is caused by firewall/security software blocking files that are necessary for the CrossLoop application to function. The three files that need to be able to run are:

I have a new PC.
Please tell us the operating system and PC configuration you are using.
Usually this error is related to the disabled "Stereo Mix" option in the Sound properties. You'll have to enable this option in the sound properties from the control panel.

Cod4 'sometimes works online'
just wait for Modern Warfare 2. I play COD4 all the time and the problems are getting worse for everyone, not just you. Mine sometimes takes forever to get there, sometimes it doesn't and I have to restart, or the Playstation Network kicks me off a million times a night. 11-10-09 and COD MW2 will be out and then we can deal with all those problems :)

I can not connect to my friend when trying to play
Welcome to the servers at call of duty :)
I've got a ps3 and call of duty 4+5, half the fun of the game is playing with a mate and I've had exactly the same problem as you. It just seems to be about trial and error sometimes, have tried connecting like you for over an hour before and then on other days it just connects wth my mate straight away.
Sometimes it helps to join a game(so you can see and hear other players) then invite your mate, if he/she to reply to your invite is quick sometimes you can get in that way.
The only other bit of advice is to try different times of the day as the load on the servers does change throughout the day, apart from that it really is an issue with activision and for me the playstation network
