The fall might have damaged or moved the trigger so that it does not depress the valve on boiler.
Try removing the screws which hold the handle together. The cap needs to be removed to allow the handle to separate.
Once the handle is apart check the trigger piece looking for any broken parts.

Shark professional model 505.
It sounds like the themostat inside the unit is broken. The only solution to fix the unit is to send it to the manufacturer for repair.
I'm unsure of the cost for the repair but it might be cheaper if the unit is older to throw it away and buy a new steamer.
Trigger not working correctly
You might need to de-scale the unit to free the stuck valve.
Keep the unit unplugged.
Fill the unit with a vingar and water (filtered or distilled is best).
Screw the cap back on and place the unit in a sink upside down to allow the vingar and water to reach the valve.
After a few minutes press down the trigger several time to work the solution into the valve.
Hope this helps.
Lost Manual
You didn't mention brand or model #, but try going to the manufactures web site and see if they offer manual downloads.
How do we get the cap off?
