Hello, some window units do not use a drain tube instead they use the condenser fan blade to scoop the condensate from the bottum of the base pan and splash the condenser coil to keep the condenser cool and also evaporate the condensate. Most of the time you can hear a "swishing sound"
Air conditioner is not cooling
If it is frozen, you will see frost under the front grill. Remove the grill and the filter - frozen? Let it thaw and start again. Not frozen ... other troubles. You might take the ac out of its case and inspect the inside - excessive dirt on the coils? Wash it off with a hose - do your best to NOT spray any controls. Drain the water and put it back together. If it still doesn't cool ... you probably cannot repair it.

Possible that is due to non cleaning of the filter the cooling coil fins have got choked with dirt. The condensation of water on the coils will make it flow out of the area instead of dripping down to be drained out through the chassis out let. So open the front grill, remove filter and use a good air /water jet to clean well so that there is air gap in the fins. This must clear the issue as water will drop down to the back side to the chassis to be drained without any spill.
The unit should also be slanted slightly downward toward the outside of the room to allow water to run to the outside. For some general pointers, please visit this link.

I have a Quasar Cool
The unit should be slanted slghtly downward toward the outside of the room to allow water to run to the outside. I doubt there should be a drain tube on the inside of the room. Lok at this link for some general pointers.

No heat. are the elements bad? or Heat Relay
Yes, The red wires to the heat kit can be jumped to the red wires, turn off the power first and identify L1 and L2 lets call black L1 its where they connect to the power board, then pull the red wire and connect the to the power board. Also set the fan at t-stat to the On position, turn on power. use the breaker to control it.
Air handler
This should be doable: First get pen and paper-start at the furnace, theres a group of 5-8 wires leaving the furnace anfd going to the thermostat and a group of 2-3 going to the condenser outside that all need to be identified and the location in the furnace recorded if your furnace has a control board simply right the letter and the corresponding wire color:and whether it belongs to the condenser grp or the T-stat grp.
Furnace
R-red-to t-stat
C-yellow to cond
Y-red to cond and yellow to t-stat
G- green-to t-stat
W- white- to t-stat
If you dont have a circuit board youll be doing the same thing but using the components rather than letters;
Transformer 24v- red to t-stat
transformer 24v com -yellow to cond
Red from cond connected to yellow from t-stat
fan relay - green to t-stat
gas valve - white to t-stat
K then go to you t-stat and simply connect the corasponding component or leter to the thermostat gterminal
Cond Furnace Thermostat
yellow com- blue -C or B
gas valve or w-white -W
fan relay or g -green -G
trans 24v or R -red - R
red connection to cond or Y on board -Y
