Kegerator not cooling
which fan , inside or out.. if outside condensor fan is running then it has a bad 175 capacitor or if the compressor is running then it is low on refrigerant. if the cond fan is not running then check thermostat.. you can do this by connecting the two wires together.. another way to check the compressor, cond fan is to reach under and unplug the wires going to comptessor and plug into a 12ga extention cord.
Replacing true kegerator parts
no use a Ranco p# A12-700 make sure the capillary is in the coilto sense the temp and set it to 1.5 on the knob. any colder and it could get too cold . you may be able to set it at 2 but be careful. it is a constant cut in at 37 degrees coil temp. the box temp will drop to usually to 28 or 29 at cut out.
On freezer True T-23, the compressor works around 5 minutes and turn off for around 5-6 minutes and start again for another 5 minutes. I need help
That is what it is supposed to do. It is called cycling and switches off when the set temperature is reached. It is a commercial freezer, so if the door opened and closed often, that is normal?Commercial freezers and fridges have an item called a 'Clixon' that cuts power in the case of the compressor overheating. When was the last time the fins on the compressor coils were cleaned? Could also be a bad door seal letting cold air escape. When you close a freezer door on a unit like that, it should be really hard to open straight afterward due to the suction. Could be a faulty thermostat. Turn the temperature to the warmest setting and see if it still does it? True 49f fans stopped running.
Compressor still runs. Fixes? Troubleshooting steps?
I am assuming you are relating to the evaporator fan(s) not running. If this is the case, some units have a 'Klixon" type thermostat in the evaporator so when the evaporator coil temp reaches a predetermined temperature, the fans come on. You may have a bad "Fan Delay" (Klixon) or the coil is not reaching the proper temp to activate it to turn on the fans. I would check the wiring diagram on the unit for this part to see if this unit has it in the system.

if seals are in good condition
no sizable water leaks from cabinet
one should suspect the thermostat is no shutting off compressor
test or replace thermostat

Door frames are very hot and unit seems to be stuck on defrost
When a freezer is not working the door frame heaters don't know and just keep on heating as long as the unit is plugged in. As far as being stuck in defrost, there are safeties built in to keep that from happening. If it truly is the case components and wiring have been changed and really will require a tech to sort it out. Generally though, the door heaters will make it hot inside if the compressor isn't on. You might want to take a closer look and feel the compressor and see if its hot and trying to come on. Hope this helps and good luck.

How to by pass the fan delay control
You really don't want to do that. Aside from allowing the compressor time to take on the post defrost load, its a safety to keep the freezer door from blowing off due to the rapid expansion of the air it would cause.

Commercial fan on evaporator cuts off after starting
There is an overheat klixon on the evaporator that stops the fan running until the coil gets below -11c This can take some time after startup. if the freezer runs more than an hour before the fan starting, check the klixon isn't faulty, and you have power to the fan. Also check the condenser grille is nice and clean as it will slow down the freezing process.
