Check for power at the unit "Always disconnect power before trying to repair any appliance." .

There is a dead short line to line or line to ground. The dead short can be detected with a electric continuity tester connected across the load side of the mains (power shut off) and opening covers and inspecting the wiring.

Does it ever actually reach the temp set? It may just need cleaning and a service so it cuts out at the right temp.

That sounds like a defrost issue the timer may be bad or the heater element or the limit switch. Most of the time one would replace all three. One can try the defrost timer by advancing it to see if the heater comes on. Also an refrigeration appliance technician would know the wiring by heart and take 20 minutes maximum to work it out.
