Check you data plate. The inlet temperature must match the machine requirements, which means that your incoming water is too hot and the water heater temperature needs to be turned down. check and tighten covers thats the only metal to metal contact thats your answer for a water heater --as for your heater the element has electrical current going thru it to make heat which will cause vibration and or a hum which is normal in future post your question in the correct category and add make and model so you can get a correct answer
