Believe it or not - they just unscrew like regular light bulbs. There is supposed to be a suction cup that came with the hood to replace the bulb - we lost ours. I was able to remove it by using a little bit of pressure on the face of the bulb and twisting it back and forth. The other bulb was stuck, so I made a "handle" using duct tape on the face of the bulb.

I'd make a note of which lights are flashing & contact the manufacture for solution.

I'm pretty sure you access the lights from the bottom, just remove the filters completely & you should have a clear view of the problem.
