Try fresh fuel...if carberated then clean out carbs. Sounds like clogged jets from varnished carb bowl and old fuel.

Verado will not trim up once out of the hole gets
You need to check your power trim resevoir to see if it is full. Also check trim ram seals to see if they are worn. When there's bad seals, water penetrates the ram and will prevent the rams from extending to their full potentential under power.
