People often think it's not sucking up the water when it is actually only putting out a very small amount of water...enough to see but not enough to suck up. I can't be specific without knowing your make and model number but on most of them you remove the screws to remove the bottom plate, pull the brushroll out, put the new belt on, put brushroll back in and the bottom plate on.
