The filter monitor light is
Hi, it means there is either a clog or the filter is dirty and needs to be cleaned. So you have to take out the filter to clean and also check the Vacuum for any clog inside. As long as the filter is dirty or the Vacuum is clogged, the Vacuum will always shut itself off after working for some minutes...

Does not steam
Chcek for resistance of the heating cartridge/element.if open the heating element is faulty and will not steam.check supply to the coils if element shows reading.

I need to get to
1.
1 Lower handle of vacuum and flip
over so that it lies flat on floor upside down.
2. Twist 3 plastic securing latches with large flathead screwdriver or a coin.
3. Remove black plastic roller brush assembly cover.
At this point, you should see the motor shaft it wraps around (it's metal and
as big around as a pencil, buried fairly deep in the now exposed well, you'll
also see two white plastic wheels that are part of the roller brush. One is an
"idle" wheel that spins freely, and the other wheel is part of the
roller brush and turning it turns the roller brush.
4. Remove the roller brush assembly by pulling upward on it. You may need to
"walk" the brush assembly out one end at a time a little bit at a
time.
5. Loop the new belt over the two wheels of the roller brush assembly and
replace it back into the vacuum.
6. If you can manage it, stretch the belt over the end of the motor shaft,
making sure the belt is running between the two prongs of the belt guide
operating by the carpet/bare floors switch.

If successful, perform steps 1-5 in reverse order to reassemble
the vacuum. If you cannot stretch it over the motor shaft, you'll have to
continue with step 7 to get a better grip and angle on the belt.

7. Remove two screws next to rear wheels nested deep in screw
socket holes.
8. Remove 2 screws at front of corners of vacuum previously hidden by roller
brush assembly cover.
9. Remove 2 screws sunk in hole sockets next to flat holes that accommodate the
coin screw latches.
10. Remove 1 short screw from slightly behind roller brush in center of top
assembly. (It is easily visible and you need not remove the brush assembly
again to get it out with a screwdriver.)
11. Remove the 2 screws holding down the metal brackets (1 screw per bracket)
that hold down the carpet adjustment wheel assembly.
12. Remove the brackets and the carpet adjustment wheel assembly.
13. Remove carpet height adjustment lever by removing the single screw buried
deep in the center of the plastic height adjustment cylinder. (a hollow cylinder
with ratcheted teeth spiral gently down into the well.)
14. Turn Vacuum right side up.
15. Remove blue/green top assembly that fits over the start button and
"Full" light indicator.
16, Making sure belt is still looped over white plastic wheels of roller brush
assembly, pull belt onto motor shaft.
17. Replace top assembly, it snaps into place.
18. Turn vacuum upside down and flat on floor.
19. Make sure belt is running between prongs of guide operated by carpet / bare
floors switch.
Perform steps 1-13 in reverse order to reassemble vacuum.

Hi there,
Well first of all you can try cleaning your machine -
Fill the water level in your Euro-Pro to its maximum level and set it on any steam setting. Place it upright on your board or another safe place isolated from other things.
Set the machine to its hottest setting and wait for it to heat up. The temperature light will stop flashing when it is finished, usually about five minutes.
Change the steam setting to point to "self clean" and hold the euro over a sink in the horizontal position. Steam and boiling water will begin to come out of the Euro-Pro holes on the sole plate.
