Have you tested the unit without the hose? Could it be the thermostat?

Try to make general general cleaning of the unit specially the coils.

You need to go online and try and locate the manufacturer of your unit.

Freon is no longer approved by the EPA. R134a refrigerant is now used in it's place. Because it does require specialized equipment to evacuate and capture any remaining Freon in the system, as well as recharge the high & low sides of the compressor. It's best left to the pros.

My guess is either the drain pan if full, and need emptied, or the coils could be dirty, and need cleaned.

Clean the coils, if the outdoor coil is dirty the amp draw gos to high and the thermal over load open up a turns off the compressor, do a good job and should stay running.

Most electronic devices have power to the main control board when the unit is plugged in regardless of the switch being on or off. If that is the case and no other issues exist, it is nothing to be concerned about.

need model number as there are several different model numbers.

you can clean it --coils probably dirty if freon was problem would be freezing up and or failure to cool

i just press water on wind screen too empty washers till it stops.
