Yes you can, just open the drive and start deleting data.

Try plugging in the Hard disk to some other power outlet, if it still does not power on , you may need to replace the drive. Sometimes, the problem maybe with the connector that is used to connect your hard disk to the main power supply. My suggestion would be to copy all the data to another drive temporally. Then reformat the lacie drive using your new computer, install truecrypt, move the data back over. The issue could have to do with the filesystem of your hard drive.

Most likely, your cable is the issue. Either it is partially unplugged at one of the two ends, bore it has a bad spot in the cable. See if you can borrow another cable from somebody to test this. If it is not the cable, then it is either your graphics card for your monitor. Hopefully it is just the cable that is a cheap fix.
