Can't get irrigation pump to pump water.
Pump turning slow because of a bad bearing, stuck starter switch, bad shaft seal, or bad motor winding will cause loss of flow.
ANY leak in the suction including the shaft seal will cause flow loss.
Plugged impeller will cause loss of flow.
Plugged discharge (inside the case) will cause loss of flow.

To replace cartridge on faucet model#fm16c73cc-1.2
GB drawing is worse than useless as it does not match pictures is see of the actual faucet.
Likely there's a set screw behind the plug (index? part 1). Remove the set screw then raise the faucet handle and likely it will come off exposing the cartridge underneath. Not sure what holds the cartridge in place. If you can upload a close up picture of the faucet, I might be able to help you through the replacement.

My kitchen faucet pulses
this could be something as simple as debris n your aerator
To see if this is the problem remove the silver collar(nut) at the end of your faucet spout by turning counterclockwis (plug the drain holes so nothing oges down the drain) If it is hard to turn put a soft cloth around it and grip with chanel lock pliars or vice grip be areful not to clamp too hard
once you remove the aerator you will see a plastic type of gear and a screen carefully remove thes and rinse with water (look for grains of sand or any obstructions)
before you re install the aerator turn the water on full blast and alternate from cold to hot then together
if this does not work you will need to se if the problem is in the mixing valve which requires removing the cartridge to remove the cartridge:
turn water off under sink(hot and cold)
look for an erasure side cap or cover located at the base of the fauet handle and remove with a sharp screwdriver
take a hex rench (you may need a fashlight) and remove the hex screw then take the handle off
take a channellok wrench and turn the cap nut (large washer type of nut) this will allow you to remove the cartridge
Remove the cartridge and inspet for debris
go under sink and trn water on slowly to flush any debris then turn water off
reinstall cartridge( it is usually keyed )
be sure to snug the nut down but not extremely tight
Reinstall handle and check faucet before you put the set screw in .
This should stop the pulsating if not replae the cartridge
