To reset Windows 7 password with Spower Windows Password Reset, just follow the steps below:
Step 1: Download Spower Windows Password Reset Professional (trial version) and install it in an accessible windows. Spower Windows Password Reset Professional can be installed in windows 2000/xp/2003/vista/7/8/10/2008/2012/2016.
Step 2: Create a Windows password reset disk. You can use Spower Windows Password Reset to create a bootable CD/DVD or USB disk.
Step 3: Set the locked computer to boot from CD/DVD or USB drive.
Step 4: Boot the locked computer from Windows password reset disk.
Plug in Windows password reset disk to the locked computer, and restart it. Wait for a few seconds, Spower Windows Password reset program will start and ready for you.
Step 5: Reset forgotten Windows 7 password with Spower Windows password reset program.

Management Engine will open
use 'admin' as the password
you are required to set up a new p/w, do it.
It will prompt and say if you do it will reset, that's what is required!
then exit,
once it restarts, the error message disappears!! now you can install OS as usual

One method is to try as many passwords as you can think of, since unfortunately, many people re-use the same passwords for different purposes.

The Dell website has a Contact option for help, but as they advised you here already, that may not give you a good option. They may want to know more information than you provided here. What model Dell is it, for example?

PC came new with W10-64bit.
you meant just exactly after the upgrade it failed.
right, you meant the UPGRADE (from what?) failed hard.

that error means the boot files are corrupted.
easy if HDD bad. test it.
is the HDD good? did you use secure boot or legacy boot to do that,?
There are lots of possible cures. here.
one is to ask dell for help on there forum.
they can tell you how the original OS was set up.
and they also have your drivers.

no clues.

besides the non standard dells, BTX junk yours is only old ATX.
yours is very old. with PATA power supply. ,Optiplex.
and the very old 20pin power plug, not 24.
2003 year, 17 years old.
yellow is +12v. and red is +5vd
black is common ground.
the 20 pin
is like this. for sure.
this is in the wiki, under PSU standard spec. for sure.
on beanh jump pin 13 to 14 and it turns on.
no videos needed, all this is in the wiki.

System board Regulator Failure
A power failure has been detected in one of the onboard system board regulators. This could be caused by a failed system board component or by a plug-in device creating a short on a regulated power rail. (PS_ON asserted, PS_PWRGOOD asserted, SYS_PWRGOOD de-asserted)

Personally, the first thing I would do is a visual inspection of your capacitors. They are the barrel shaped things on you motherboard. The tops of them should be flat, if they are bulging or leaking, they are bad.


I find bad capacitors to be the main problem with MB failures. If you are feeling adventurous you can replace the capacitors but there is no guarantee there are no additional problems.

why not ask at dell.com (sure the endless laughter and taunts) ;-)
is this a laptop, and is useless now. totally.
but the battery is bad, remove the big battery it is shorted now.
then the coin cell battery went dead 2 decades go.
and now the HDD is bad.
why in the world waste or worse money on this junk
far far better fish in the sea, far newer, and cheap. used.
this lappy has CCFL back lamps that went bad long ago.
no fix for that under $100.

this PC has no value at all, why mess with this pig.
