As I am not sure what has caused this, I can only speculate on how to proceed. As a wild guess, you may have a corrupted profile in the account that will not allow downloads. A second guess it that there is some restrictions in place in that particular account. Just why they are there might take you into the areas of specialized controls such as parental controls or some malware. Thirdly, if the site you are accessing for downloads requires registration, it might simply a matter of which user account (possibly with an associated email address) has authenticated access. It sounds like the logon account is not an Admin account. Do you have a choice of accounts to logon when you boot the computer? You need to make sure whether or not you are logging in with an account that has Admin privileges. Can you go to Control Panel? If so, can you see the option for User Accounts?
