Hi,
Welcome to Fixya. You can try to run a compatibility on the software and see if this will run on your computer. Install the program then on the icon on your desktop can you please Right Click on the icon then click on Properties. Click on the Compatibility Tab, Put a check on run this on compatibility then select Windows Xp Sp2 and see if this will fix the issue. If this wont work it only means that Windows 7 is not supporting the software.

Every time i start up
Have you tried going to Control Panel>Programs and Features and uninstalling the arcsoft program? If that doesn't work, do the following:
- Open the Start menu and go to Run... Or, if Run... is not available, skip it and go to the little bar you can type in at the bottom of the start menu
- Type "msconfig" (without the quotes)
- When the window pops up, go to the Startup tab
- Find the arcsoft entry and disable it.
- Reboot your computer. The msconfig window will open up again to be sure that your settings are the way you want them, you can just close it.

I am rather ********** that
You can run most 32 bit programs on a 64 bit computer unless it installs device drivers. You may want to talk to
Arcsoft for an update on the software you have. There might be an update to make your software work on 64 bit.
If they don't you may have to buy a newer version that does.

I have a Dell Computer.
I'm assuming you want to uninstall the program. To do this open up your control panel and then follow the directions below.
(Vista and Windows 7) Look for Uninstall Program and then navigate through the list looking for programs made my Arcsoft.
(XP) Look for Add/Remove Programs and then find the program in the list and double click it. Follow the instructions on the screen.
If you have more questions please feel free to post back.
Thanks!

Start> Run> (type in) msconfig > Startup tab> uncheck the ArcSoft program> Restart.
Plan B... Look over the programs at http://www.arcsoft.com/en-us/index.asp
Check Add or remove programs for any of those programs and uninstall the program or turn off

My photo arcsoft scanner does
Rather than ask for clarification, I am going to assume that you scan a color negative and that is what you are seeing Something like this:
You will need to open that file in just about any photo editing software.
The next is TRANSFORM the image by INVERTING.
The will very likely be a menu select - IMAGE > TRANSFORM(MODIFY) > INVERT
You will get something that might look fine or look something like this:
Again in that same image look AUTO EQUALIZE or AUTO ADJUST:
IMAGE > ADJUST > AUTO EQUALIZE (FIX) / AUTO ADJUST
That may give this result:
Kind bluish still
So then we'd want to change the color balance
IMAGE > ADJUST > COLOR BALANCE > Increase Red / Decrease Cyan
Yielding something like this:
There are a variety of photo-editing softwares, play around with the settings and choices but the fundamental thing you need to do first is to INVERT the negatives.
