How do i start window 8 in safe mode?
Press Win+R to get the Run dialog. Type "msconfig" and launch the utility. In this window In the Boot tab, check Safe boot, followed by the type of Safe Mode that you want to achieve. Then Apply

when start up sequence is going on you need to pass the BIOS splash screen, hold down the Shift key and repeatedly hit the F8 key. Then you will get enter into recovery mode, but it might take a few tries before you achieve that. Then in new com window click the See advanced repair options button. In the next screen, hit the Troubleshoot button. In the troubleshoot menu, click Advanced options, wherein lies Windows Startup Settings. Choose that. The next you will be asked to restart the PC. Then you can see the familiar Advanced Boot Option screen like XP and you can choose Safe Mode there

Please go to the Start menu and look for the browser there.
You can also start typing Internet Explorer on the Start menu and it would show up in the search list.
You can then pin the browser to the Task bar

Several problems can effect the communication between the computer and the attached devices. Very much like your mailing address at home that is used to get your postal mail delivered or a destination located by Google maps, etc. Modems like Linksys or Cisco may use 192.168.0.1 for example. This code is typed into the command line of your Internet explorer, Google, or Firefox. This area is the open elongated box in the upper left of the screen. Back out the data in that box and type the new data 192....etc. This opens a communication link with the Modem and the IP Addresses are listed there. If you cannot do that, look on the Router for the Make, Mod. and write down that information. Look also for any label attached to the Router as it may have the IP Address listed there. If you must...call the maker of the Router and get help from the technical personnel.
