My computer wont read my sdhc 4g sandisk card

Not all card readers, devices and computers can read the high capacity format, however. If you are getting a read error, it could be that your reader is not SDHC compliant. If this is the case, your device should read 2GB or smaller cards, but respond with an error for larger capacity cards.

Try using other card reader. There might be a problem on the card reader you first insert your memory card. If you are using these on your camera or mobile phone, try connecting the camera or mobile phone directly to the computer with the memory card inserted.

How do I use it, and what is it used for?

It is used to store data on. Usually this type of memory card is used in things like digital cameras to save pictures or recorded video on. You can access the recorded content by simply plugging the memory card into the USB stick that should come with the card and then plugging the card into your PC. Or usually cameras will also have a cable with it so you can directly connect your camera to your PC. It can also be used to store other data in the same way.

Yes most new cards need to be formatted before they can be read.
