Is the progress bar half way or three quarters of the way along? It sounds like your laptop needs a BIOS update.

Touchpad enable
It is more than likely a driver issue. You can navigate to the dell support site and then search for your device. Locate your mouse pad drivers download and install them and you should be good to go.

Dvd player not recognized
old or new? drivers may be damaged and need reinstalled. try new hardware add in control panel to reinstall dvd device wizard

Replace front usb
Replacing the stock mounted usb port, that would require you some screwing, but it depends on your system. You can try look at ebay for similar model of casing or other online store.
There are some external Usb port that can be mounted on 5" bay, or try any 8 in 1 external.

Dell beep codes
Hi,
If the system is beeping thrice in continuous loop with POWER LED blinking then it could be due to :
1)Chipset Error (North and South Bridge Chipset, DMA/IMR/Timer Error for Intel platform); Chipset Error
2)Time-Of-Day Clock test failure.
3)Gate A20 failure
4)Super I/O chip failure
5)Keyboard controller test failure
To Sum it up : System board failure
You can call Dell Tech Support and check for repair options:18772931197 , you can also check with Local Tech.
You can try releasing flee(static) power and check
