Ge freestanding electric range
They cant all be bad at the same time, even with an over voltage condition. I would suspect the Plug in or breakers being tripped. No timer is connected to the coils, they are independent 110v coils. These can be easily checked by removing each one and connecting a 110v extension cord to them and wait for the red glow.
With one of the coils removed you can also test the voltage at the coil socket. If none is present, your cure is either the 220v plug, wire or breaker.

Hello- The self-clean cycle heats the inside up to about 800deg. There is no existing plastic that can take the heat at the vent w/out discoloring. The stain is from the smoke produced when the stuff on the drip pan incinerates. Try some oxy-clean and a damp cloth. Try to predict or minimize spills with foil and drip pans. Techs call 'self-clean' the 'self-destruct' cycle. Using this function will reduce the life expectancy of any electric range. Let me know if this info helps-have more if needed- Thanks- ED

it will only over heat if the cable is of insufficient ampage. too much electrical current running thru a too-thin gauge cable causes friction which generates heat. use a thicker gauge cable. pref 32 or 45 amp depending on hob type.

Self-cleaning leaves a brown stain on the white part on my oven
Perhaps the door gasket is not sealing well enough. In self clean mode the oven get very hot and vaporizes the fat off the sides. With a leak I think some of the fat is redepositing on on the outside where the leak is. You may need a new door seal.

Bottom baking element remains on
From a consumer repair stand-point; I would inspect, test for continuity and or replace your oven bake heating element.
How to Replace an Oven Bake Heat Element: While ensuring power off when servicing; Remove (2) mounting screws and slowly back-out the element about 3" or so. Then, disconnect and remove wires located on each side of heat element; re-install new element.
Should problems still exist, contact me.
