The compressor is probably bad. But first shut off the power source and check to make sure the outdoor condenser coil is clean an able to exhaust it's heat. If you are lucky you may find a bad capacitor. It is usually a cylinder shape and has wires sticking out of the top. If it is swollen on the top or leaking a clear oil, it is bad. Be careful though. This capacitor can give you quite a jolt. It might be time for a technician or a new unit.

NO! I have one that is only 2 years old, and the control panel has quit working. I have turned in on and off and following all of the recommendations. I will need to order a new control board to get it working again.

Try turning fan by hand. If it turns easy, replace fan capacitor.
If hard to turn, replace motor.

Probably low on refrigerant, if valve moves when heated it is working, assuming the system is matched.
