If you know some one with compressed air blow out all dirt particles best as possible then get a 3 in 1 oil or sewing machine oil drip along the motor shaft and turn by hand you will be able to free the difference once lubricated it should only take a few drops per side . let set for awhile and repeat . then put her together and see if motor speed returns to normal . also check turbine wheel for slipping on shaft.

Dirt Devil Dual Cyclone - low suction, can't find clog, trying to take apart

Hi There After the extensive checks you have carried out. May I respectfully suggest you check all your air filters, as a 'clogged up ' filter will produce the same kind of symptons as a blocked pipe. There is a very strong possibility that a filter on the machine is clogged and that's what is casing your problem

Very loud "jet like" noise,please

Hi,

Vacuums are noisy, but shouldn't sound like a jet.....

Trying to find out what is wrong depends on what kind of noise it makes, i.e. high squeal, vibration, whining and where it comes from.

Here is a webpage with troubleshooting advice on noise in vacuum cleaners. Hopefully you should be able to track down the problem. http://www.ehow.com/how_7493926_fix-noise-vacuum-cleaner-motor.html

If you need further help with repairs, please reply back. Thanks,
