They should not wobble a lot. They have to be able to spin, but should not have a lot of lateral movement. See if you can remove the spray arm and clean out all the spray jets. If some are blocked at one side it causes the arm to not spin true and flat. It spin with one side high and one side low. The other problem may be incorrect loading of dishes.

Sounds just like my Whirlpool dishwasher. If you have the documentation that came with it look through it for a "reset" method to re-calibrate the dirt sensor in the unit. If you don't have the owners manual try to "Google" an owners manual or a "technicians" manual to find a reset or a re-calibrate procedure. Mine consisted of pressing certain control buttons at the same time, after which the unit ran through a calibration cycle that took about as long as a normal wash, and it has worked great ever since.
I called Frigidaire with these codes. They said it indicates a power failure happened (during a wash cycle, I suppose) and to do a hard reset. A hard reset is turning off the breaker for 30+ minutes and then flipping the breaker back on. This kind of worked, but simultaneous to the error codes, the push/pull latch on my dishwasher got set to the closed position while the door was open, so the door would not latch. I feel that this was the initial problem that caused these codes. So in my case, I had to manually rotate the latch open with bent piece of wire, to get it into the correct position first. Then the hard reset seemed fix the error codes. I was able to start a wash. It's running now.
