There's one faster CPU in that line (3600+), but it has a smaller
cache - meaning it wouldn't be much if anything of an upgrade.
Maybe upgrade the memory, that would have a better return, if it will take anymore.
Put the funds toward a newer system.
Hope that helps you to save some cash.
Cannot download anything from the web

Must be your internet explorer problem or antivirus problem .
Try using different browser for downloading .
If problem persists there must be some problem with the net connection.

Programs are slow and non responsive. windows xp
It could be a hardware error either memory or disk. Go to control panel, admistrative tools, events and look at system for disk errors. If you find any, that is a bad sign. Your disk is going bad. Make sure you have all your data backed up as the disk probably needs replaced.
If you didn't find any errors, it could be viruses. Go to TrendMicro.com and run their free virus scan.
Other things that slow down a system is temporary files. Download Ccleaner and delete all temporary files it finds. Also, let it clean the registry.
A badly fragmented disk can also slow down your system. Download Defraggler and defrag the system.

Update Dell Vostro 1000 BIOS now wont turn on, nothing on display
You may be in for some trouble, a failed bios update isn't always an easy fix. if you can find the cmos battery try to remove that for a few seconds. you will also need a disk version of the bios, download that from dell on another computer and copy it to floppy or cd and see if you can boot to that and reinstall the bios.
when you press the power button what happens, does it light up and run the fan? Nothing appears on the screen?
