against a new TV or used,
only you can can answer any question of economics.
you posted TV to computers, and TVs are not. that.
this TV is 13 years old today,
does the TV part work, at all , even on antenna?
That TV has lots of features, do any work at all?
the home screen is dead, (booting is the clue)
so sounds like to me power supply issue inside, making the brain inside dead or its memory banks.

STUCK IN STANDBY
Maybe the 12v regulator IC die. Replace the 12v regulator IC.
Another thing to try is to replace the signals board. The DIY solution is to resolder a very small IC on the signals board (the board with the scart sockets on it). You will need a very steady hand and a small clean tipped soldering iron.
It wont turn on. What do i do?
Fault to the main power supply regulator section. Either it will be a separate board, or the part of main board. Check and replace damaged component/s at its main power regulator [SMPS] section circuit. Contact any service technician. If you wish to get some details; check the site linked here. It will be best to replace the power supply regulator board as card basis rather than making "Surgery" to it; which usually will make loss for both money and time. Even though you can make it right, it will cost around an amount equal to the cost of a new board; including the cost of (spare parts + service charge) More to say, most of the spare parts to it will be difficult to get from open electronic spare part market. This is true to most of the flat panel TV power supply boards; irrespective of its brand and screen size.
Connect pc laptop
This TV has a PC interface VGA (HD-15) , so all you need is get a VGA to VGA cable to plug between the VGA output on the PC and TV.
On the PC select the display as external monitor.
On the TV pick the PC input as required input, not the TV tuner.
Here is the manual.

Black line
it could be two things, several rows of non performing pixels, or one of the boards has gone out in the television, i would recomend unplugging it for five minutes and plugging it back in to see if it continues, bring up the menu and see if the black line cuts through that as well as another source, if that all fails call toshiba and see if its under warranty, either have them repair it or return it to the store
Got no sound on my tv set
Check the speaker/s first. If found OK; check and replace the damaged component/s at its audio output section circuit board. If needy, replace this board as card basis.
